JAFFREY ENERGY COMMITTEE

Minutes of Meeting on 1/21/2010 at 7 PM at Jaffrey Town Library

Present:   Dick Ames, Harry Young, Andy Jones, Doug Clayton, Rob Stephenson

Absent:    Steve Dark, Margaret Dillon, Ed Surprenant, Bonnie Mitchell, Doug Starr

 

The Committee addressed the agenda as follows:

 

- Minutes of previous meetings (6/18/09, 9/17/09, 10/15/09, 11/19/09, 12/17/090: Approved.

 

- Outdoor Lighting:  Harry Young and Doug Clayton gave a report on a meeting that they had attended in Greenfield with a Dark Sky Association representative, Kelly Beatty.  The Committee discussed the potential in Jaffrey for LED lighting and timers on streetlights.

 

- Facilities Committee recommendations: Dick Ames reported that the TownÕs Facilities Committee has recommended that the Town seek funding for the Tier 1 and HVAC energy improvements that had been recommended by Margaret Dillon in her pro bono energy audit of the Town Offices building.   The Facilities Committee has also recommended that the Selectmen establish two committees, one to develop a long-term plan for the TownÕs office and community center needs and the other to develop a plan for the transfer station/recycling center.

 

- Update on Letters of Intent submitted on 1/15/10 by Town of Jaffrey for Energy Efficiency and Conservation Block Grant funds:  Dick Ames reported that the Town has submitted letters of intent to apply for EECBG funds for the Town Offices Tier 1 and HVAC building energy improvements and for a solar photovoltaic system at JaffreyÕs landfill.

 

- Update on RFQ for energy audits of other town facilities:  Dick Ames reported that two proposals have been received by the Town and that a committee made up of Doug Starr, Harry Young, and Dick will review the proposals for the Town.

 

- Jaffrey Rindge Cooperative School District and Rindge Energy Commission initiatives:  The School District and the newly established Rindge Energy Commission have both indicated a strong interest in working with the Jaffrey Energy Committee to identify energy savings opportunities in the school system.

 

- Public Outreach and Education initiatives (letters to editor; articles; events; public presentations; other).  There was a general discussion of this issue, focusing on the importance of publicly responding to published misinformation about climate change and energy issues.

 

- Next Meetings dates were set for 2/11/10, 3/4/10 and 4/8/10.  [Note: the 2/11 meeting was subsequently cancelled.]
