The 2/26/09 minutes were
reviewed and approved.
The status of the Streetlight
CommitteeÕs plan was discussed.
The plan was on display at the polls on March 3 and at Town Meeting on
March 10. Feedback so far has been
mostly positive. Public listening
sessions are scheduled for March 31 and April 2. More information has been coming in regarding the use of
LEDs in streetlights and this will be examined by the Committee.
Doug Starr presented the two proposals
for funding from Greenhouse Gas Emissions Funds that the Town submitted on
March 23, 2009, in response to the New Hampshire Public Utility
Commissions. Both proposals, one
for energy audits and the other for a solar photovoltaic feasibility study,
were based on recommendations made by the Energy Committee.
Doug Clayton presented
information on the Transition Town Movement.
Margaret Dillon presented
information on PeterboroughÕs building code initiative. She also reported that NH is currently
reviewing the new IECC for 2009 and appears to be on track to adopt its
provisions, including this new CodeÕs significant energy efficiency and
conservation rules for new construction.
Margaret Dillon presented
preliminary information on her recent energy audit of the Town Offices
building. The blower door test
revealed incredible air leakage.
Introduction of an air barrier in appropriate locations would not be
difficult and would make a huge difference. A complete written report on the audit will be available
this summer.
Ed Surprenant agreed to look
into a grant opportunity from NEGEF and, possibly, will try to develop a grant
application for the Energy Committee.
After discussion of the
status of the pellet boiler that has been proposed for the wastewater treatment
facility, the Committee requested that Dick Ames send a letter to the selectmen
asking that the project be re-submitted for approval to the Town voters at a
special Town Meeting.
The next meeting was scheduled
for 7 PM, Thursday, April 30, 2009, at the Town Library.
